Governance matters are a particular focus of our general counsel work, as our lawyers provide advice on all aspects of governing a public agency – from the introduction and adoption of minute orders, resolutions and ordinances, to the timing and structure of public hearings and presentations to the public. This includes advising our board clients on the Brown Act’s open meeting law provisions, public records requirements, conflicts of interest and other procedural matters.
As general counsel to both large and small water agencies, our lawyers represent dozens of public agencies that serve water to more than 21 million people throughout California. We regularly advise these clients on all aspects of allocating scarce water supplies as well as acquiring, developing and maintaining surface and ground water rights. BB&K also is a vigorous water rights advocate for our water district clients before federal and state courts across California and the West, as well as in proceedings of the State Water Resources Control Board and Regional Water Quality Control Boards.
