Todd R. Leishman assists public and private clients in transactional and litigation issues in municipal government, land use and environmental law. As of counsel in Best Best & Krieger LLP’s Municipal Law practice group, Todd represents water districts, cities and other public agencies, as well as developer and other private clients. He helps ensure compliance with the California Environmental Quality Act, the Planning and Zoning Law, the Subdivision Map Act and other laws and regulations affecting development and municipalities. He brings a litigator’s experience to transactions to help minimize disputes and achieve successful outcomes for his clients.

Todd received his law degree from the J. Reuben Clark School of Law at Brigham Young University, a master’s degree in real estate development from the University of Southern California Price School of Public Policy and an undergraduate degree in English also from BYU.

Todd lives in Claremont with his wife and three children where they enjoy swimming, cycling and hiking as a family. He also enjoys literature, architecture and woodworking.
