Nancy Stubbs is a paralegal in the Municipal Law practice group of Best Best & Krieger LLP. She has more than 18 years of paralegal experience working with public agencies in California. Nancy assists the city attorneys for the cities of Arcadia, Azusa, Big Bear Lake, Claremont, Colton, Indian Wells and San Juan Capistrano. She also works with attorneys who serve special districts and other public agency clients.

Nancy’s paralegal work focuses on the California Public Records Act. In conjunction with the attorneys at BB&K Nancy regularly assists public agency clients with records request responses, answers questions regarding disclosure of public records and prepares administrative policies on responding to Public Records Act requests. She provides in-house training on the Public Records Act for the firm’s public agency clients and has presented workshops and seminars for the League of California Cities, the California Chapter of the American Planning Association, the Southern California Association of Law Libraries, the California Association of Local Agency Formation Commissions, the Orange County City Clerks Association, Lorman Education Services and the Southern California City Clerks Association.

Nancy also works with the firm’s attorneys to assist public agency clients with records retention issues, including records retention policies and schedules. In addition, she works on elections issues, the Ralph M. Brown Act and many other legal matters common to California public agencies. Nancy regularly prepares ordinances, resolutions, agenda reports and other documents used by public agency clients. Her experience also includes helping public agencies respond to subpoenas and other litigation discovery matters.

Prior to joining BB&K, Nancy worked for more than eight years at the City of Loma Linda, in the City Manager’s Office, assisting the city manager, city clerk and city council.
