Victoria “Tori” D. Hester focuses on municipal and public entity representation, and civil and code enforcement litigation. She is a member of Best Best & Krieger LLP’s Municipal and Litigation practice groups out of the firm’s San Diego office.

Victoria was a summer law clerk for Jones & Mayer, where she worked on municipal law matters, including code enforcement, wrongful death litigation and administrative hearing appeals. As a summer associate at BB&K, Victoria conducted research and wrote memorandums concerning municipal law, education law and natural resources law.

Victoria graduated summa cum laude from Point Loma Nazarene University, where she earned her bachelor’s degree in history with a minor in Spanish. Victoria received her juris doctorate degree from University of California, Irvine School of Law, where she was a lead article editor on the UC Irvine Law Review, and participated in the UC Irvine Immigrants’ Rights Clinic. As a clinical student, Victoria co-authored a report on juvenile deportation titled “Second Chances for All.” Throughout her law school career, Victoria engaged in pro bono work, including assisting on a guardianship case and conducting preliminary screenings for the California Innocence Project.

Victoria grew up in San Diego, where she now lives with her husband, Jeff, a marine scientist. As a member of the Point Loma Nazarene University Track & Field Team, Victoria earned eight All-American titles. She enjoys running, playing volleyball, scuba diving and traveling.
