Jessica K. Lomakin provides public agencies and municipal clients with both advisement and litigation services. As an associate in the Municipal Law practice group of Best Best & Krieger LLP, Jessica typically handles general civil litigation for her public clients involving dangerous conditions of public property, personal injuries, alleged discrimination under federal and state housing laws and the Brown Act. She also assists in providing transactional services to the firm’s public clients, advising on disposition and development agreements, reimbursement agreements, land use and planning issues, code enforcement, Public Records Act requests and other legal issues regularly facing municipalities.
Jessica obtained her law degree, cum laude, from Whittier Law School, where she served as an editor on the Whittier Law Review. She obtained an advanced masters of laws degree in municipal representation from Chapman University, Dale E. Fowler School of Law. While at Chapman, she achieved the highest course grade in relevant courses, including trial advocacy, municipal ordinances, land use and California environmental law.
Originally from Ohio, Jessica relocated to Southern California to earn her bachelor's degree in political science, cum laude, from California State University, Fullerton. She and her husband, Matt, live in the City of Orange where they are members of the Old Town Preservation Society. Jessica also serves on the Board of Directors for Dress for Success-Riverside.
