Thomas A. Rice is an associate in the Municipal Law, Special Districts, and Labor and Employment practice groups of Best Best & Krieger LLP. Mr. Rice’s practice involves city attorney and general counsel services. Mr. Rice provides legal services to cities, special districts, and private clients across Southern California and is well versed in issues involving homeless individuals, sex offender regulation, animal services, the Brown Act, conflict of interest laws, and land use and planning laws.

Mr. Rice received his J.D., summa cum laude, from the University of Illinois College of Law in 2012. During his legal education, Mr. Rice was honored with induction into the Order of the Coif.  Prior to joining BB&K, Mr. Rice interned for the County of Riverside Office of Legal Counsel, where he worked on numerous code enforcement cases.

In 2005, Mr. Rice earned his B.A. (Hons), First Class, from Newcastle University. In 2007, Mr. Rice earned his Master's degree, with merit, from Newcastle University before moving to Glasgow where he completed his Postgraduate Diploma, with distinction, in Russian language.

Mr. Rice is admitted to practice law in all California state courts and in the United States District Court for the Central District of California. He is also a LEED (Leadership in Energy and Environmental Design) Accredited Professional.

Mr. Rice serves as a board member for the Community Action Partnership of San Bernardino County and is president of the Foundation of Grand Terrace.
