Edward J. Quinn, Jr. is a partner in the Municipal Law practice group of Best Best & Krieger LLP and is managing partner of the firm's Sacramento office. Prior to joining the firm in 2010, he was a shareholder, chief executive officer and past chairman of the board of McDonough Holland & Allen in Sacramento.

Mr. Quinn is a leading authority in land use law. In addition to representing private developers, cities and agencies throughout Northern California, he has assisted numerous Asian and European clients with regard to real estate and plant and equipment investments in the United States. He received his legal education at the University of Michigan, where he served on the Editorial Board of the Michigan Law Review; and at Harvard Law School, where he earned an LL.M. in International Law.

Mr. Quinn is a frequent speaker throughout California on economic development, land use and redevelopment issues. He has also lectured on international law, legal environment of business and business law for the University of Maryland, European Division. He holds the Martindale-Hubbell AV Preeminent rating, and has been named to Best Lawyers in America in his area of specialty from 2007 through 2016.

Mr. Quinn has served as president of the Sacramento Area Commerce and Trade Organization (SACTO), ex-officio director of the Sacramento Metropolitan Chamber of Commerce, chairman of SACTO’s Pacific Rim Committee, chairman of the International Trade Committee of the Sacramento Metropolitan Chamber of Commerce, and trustee of the Sacramento Country Day School. He was a member of the Board of Sacramento Area Youth Golf, now The First Tee of Greater Sacramento, and has recently joined the Board of Directors of North Ridge Country Club and the Advisory Board of the PRIDE Industries Foundation. He served on active duty in the U.S. Air Force from 1972-1985 and in the U.S. Air Force Reserve from 1985-1995, retiring in the grade of Lt. Colonel.
