Ann Siprelle is a partner in the Municipal Law, Special Districts and Environmental Law & Natural Resources groups of Best Best & Krieger’s Sacramento office. She has practiced municipal and public agency law for more than 25 years, and represents cities, special districts and joint powers agencies. She also advises both public and private clients on land development, planning and zoning laws and the California Environmental Quality Act (“CEQA”).

Ms. Siprelle serves as city attorney for the cities of Anderson, Escalon and Williams, and general counsel to the Elk Grove Water District, CPS Human Resource Services, Special District Risk Management Authority (SDRMA) and others.

Before joining Best Best & Krieger in 2002, Ms. Siprelle was a shareholder in Kronick, Moskovitz, Tiedemann & Girard, where she practiced public agency law for 15 years. During her tenure with that firm, she represented the cities of West Sacramento, Woodland, Citrus Heights, Elk Grove and a number of special districts on a variety of legal issues.

Ms. Siprelle advises clients on all aspects of public agency law including the Brown Act, public contracting, personnel issues, election laws, public records, land use planning, CEQA, and conflicts of interest. She has lectured on the Brown Act, elected officials’ liabilities and immunities, the Political Reform Act, the Public Records Act, Proposition 218, employee/independent contractor issues and legal ethics (AB 1234).

Ms. Siprelle received her law degree from the College of William and Mary, and her undergraduate degree (B.A. English Literature) from the University of Virginia. She was admitted to practice in California in 1987, and is also admitted in the United States District Court for the Eastern District of California. Ms. Siprelle is a member of the State Bar’s Public Law and Environmental Law Sections, and the Central Valley City Attorneys’ Association.

Ms. Siprelle became a member of the Capital Stage Company’s Board of Directors in July 2014. The theater company strives to present bold, innovative plays that address issues and themes about society, and people’s roles in it. In addition, Ms. Siprelle was appointed to the Sacrament City/County Bicycle Advisory Committee in June 2014.
