Shawn Hagerty is a partner in the Municipal Law practice group of Best Best & Krieger LLP and is a member of the firm’s executive committee. He is the chair of the Municipal Law practice group’s NPDES/Stormwater sub-group.

Mr. Hagerty provides both advisory and litigation services on water quality issues under the Clean Water Act and the Porter-Cologne Water Quality Control Act. He regularly advises clients regarding the obtaining of and compliance with NPDES permits and represents clients in administrative actions regarding such permits. Mr. Hagerty’s clients include municipalities, special districts and private clients. His work includes municipal storm water permits, permits for publicly owned treatment works and construction related permits. He has appeared before both the State and Regional Boards regarding NPDES issues. A particular focus of Mr. Hagerty’s practice is the relationship between water quality and land use planning.

Mr. Hagerty received his law degree, with honors, from the University of Wisconsin in 1995, where he was a staff member of the Wisconsin Law Review and a teaching assistant in the legal writing department. Mr. Hagerty graduated, with honors, from the College of William & Mary in 1991, with a major in religion. He is an active member of the California Stormwater Quality Association. Mr. Hagerty also teaches a land use and planning class at UCSD Extension, and regularly presents at seminars for CASQA, the Association of Environmental Professionals and other water quality related programs or organizations.
