Samuel Emerson provides a variety of litigation services to public agencies. He has successfully litigated many public law cases pertaining to land use and property issues.

Mr. Emerson’s practice focuses on representing municipalities and special districts in prosecuting, litigating and investigating complex code enforcement and land use matters. In particular, he specializes in securing the appointment of receivers over nuisance properties pursuant to the Health and Safety Code and the Business and Professions Code. Mr. Emerson has successful litigated more than 40 receivership actions for cities and counties throughout California, including Sacramento, Santa Rosa, San Ramon, Merced, Emeryville, Stanislaus County, Lafayette, Redlands, Ontario, Corona, Azusa, and Moreno Valley.

Mr. Emerson regularly makes presentations on complex code enforcement issues, including recent speaking engagements on complying with the Fourth Amendment in code enforcement inspections, best practices in code enforcement, trial preparation in code enforcement cases, and implementing a successful receivership program. He is an active member of the Northern California Receivers Forum. He provides frequent training sessions for the Forum as well as the California Association of Code Enforcement Officers (CACEO) and municipalities throughout California. Mr. Emerson has also testified before the Nevada State Legislature regarding implementation of receivership remedies in the State of Nevada.

Mr. Emerson is a member of the American Bar Association and the State Bar of California. He is admitted to practice in all courts in California as well as the United States District Court for the Eastern and Central Districts of California.  

Mr. Emerson received his Juris Doctorate from Loyola Law School in Los Angeles in 2002. He received his B.A. in International Relations from Brigham Young University in Provo, Utah. 

Mr. Emerson is fluent in Spanish and helped organize literacy programs for the National Institution of Education for Adults (INEA) in Puebla, Mexico.
