Scott H. Campbell

Scott H. Campbell is a partner in the Municipal Law and Litigation practice groups of Best Best & Krieger LLP in the firm’s Los Angeles office. His practice concentrates on municipal and public entity representation, construction management and litigation, and business and commercial litigation. He has extensive trial experience.

Scott currently serves as city attorney for the City of Avalon on Catalina Island, where he attends City Council meetings and oversees all legal services. He also serves as general counsel for the Lake Arrowhead Community Services District, attending board meetings, providing advice on compliance with the Brown Act and conflict of interest laws, and overseeing legal issues that arise. He has presented several papers at the annual League of California Cities conference.

Prior to joining BB&K, Scott served as assistant and deputy city attorney for the cities of Cerritos, La Cañada-Flintridge, Monterey Park and San Dimas.

Scott has extensive experience in public works construction and bidding issues. He has also been responsible for the supervision of public works projects involving more than $450 million in public funding. Scott is the co-chair of BB&K’s public contracting practice, he has edited the Municipal Law Handbook’s chapter on public works, and has presented many papers and lectures on public works and public bidding issues.
